The last but one day of another successful International Stamp Fair in Essen, May 5 2006, brought the decision. Ten years after the great IBRA 99 in Nuremberg, the Alliance of German Philatelists (BDPh) holds another IBRA, this time in Essen.

This courageous decision, which was announced by BDPh president Dieter Hartig and representatives of the International Societies, namely Eddy van Vaeck for the FEPA, Joseph Wolff for the FIP, Ingomar Walter and Dieter Michelson for the IFSDA and Wolfgang Maassen and Jochen Stenzke for the AIJP, was initially met with objections. For one thing, the financial and personal means of the BDPh are much more limited than they have been some years before, furthermore there are quite a few still unanswered questions concerning the upcoming liberalization of the post and the potential changes from 2008 on.

Dieter Hartig and his management pin their hopes on reliable partners. Firstly, good cooperation with the International Stamp Fair Essen and its organizer Jan Billion, which has proved itself this year already. Secondly, the FEPA and other societies that want to support this International Stamp Exhibition (IBRA). It’s name implies its programme: this „small IBRA“ is of European format and is supposed to be held under the patronage of the FEPA. It is going to be small, but nevertheless nice. Not a gigantic show of superlatives, yet an international exhibition worth visiting, one that deserves the name IBRA.

IBRA is a registered and estimated trademark that stands for quality. This accounts as well for the year 2009, when the jubilee „160 years German Stamps“ will be coming up. The BDPh organistion team has been appointed already: president Dieter Hartig, Herbert Kroog, a specialist for exhibitions, Gerhard Weiß, the experienced honorary chairman of the Society of Philatelists in North Rhine-Westphalia of many years, Adalbert Wiederholt, the new head of the BDPh’s PR department, treasurer Franz Fischer and BDPh director Günther Korn form the central team that will help Jan Billion to plan and organise the IBRA.

This organisation will include the NAPOSTA 2009 – that is, a National First Grade Exhibition – which takes place simultaneously with the IBRA 2009 in Essen. „Europe as our Guest“ – that is the welcoming motto that invites philatelists everywhere in Europe to a festival of nations in a spot where internationality has been living ever since: the 19th International Stamp Fair in Essen, being held between May 6 and 10 2009 as well.
